In accordance with Clause 95 of the Rules for Carriage of Passengers, Luggage and Cargo-Luggage by Public Railway approved by the Resolution of the Council of Ministers of the Republic of Belarus dated June 17, 2015 No. 609:
95. In compartment cars and in cars with reserved seats, the preferential right for the use of lower seat for hand luggage belongs to the passenger traveling on the lower shelf, and for the use of upper seat - to the passenger traveling on the upper shelf.
