In accordance with Clauses 41, 42 of the Rules for Carriage of Passengers, Luggage and Cargo-Luggage by Public Railway approved by the Resolution of the Council of Ministers of the Republic of Belarus dated July 17, 2015 No. 609:
At the departure station, a passenger has the right to reissue the travel document (ticket) for a train (except for trains with unnumbered seats) departing earlier than the train for which the travel document (ticket) was purchased.
In case of availability of seats for a train departing earlier, when before the departure of this train is less than 24 hours, travel documents (tickets) at the departure station is reissued to the destination station indicated in the travel document (ticket), into a car (on a seat) of a higher or lower type and (or) class of the same train, for which the original travel document (ticket) was issued.
If a travel document (ticket) is reissued for a train of a higher category or for a car (for a seat) of a higher type and (or) class or for another train route without changing the destination station, then a passenger will be charged the difference in the travel cost.
In cases where the cost of a trip is reduced, a passenger is compensated for the difference in the cost of the original and newly issued travel documents (tickets).
It is allowed to reissue a children's travel document (ticket) for a full travel document (ticket) with payment of the difference in the travel cost.
In traveling in international traffic, to the CIS and Baltic countries, in accordance with Article 8 Par. 4 of the Agreement between The Railway Administrations of the Member States of the Commonwealth of Independent States, the Republic of Latvia, the Republic of Lithuania, the Republic of Estonia on The Peculiarities of Applying Certain Provisions of the International Passenger Service Agreement (IPSA) - PA IPSA:
At the departure station indicated in the travel document, a passenger has the right to reissue the travel document for the same or an earlier departing train, the departure of which is less than 24 hours (except for electronic travel documents presented for re-issuance at the railway stations of the Republic of Azerbaijan, the Republic of Armenia, Georgia, the Ukraine, and group travel documents, free, special rate documents, as well as documents issued and paid for by bank transfer in another state). A travel document cannot be reissued to another person.
Re-issuance is allowed only to the destination station indicated in the travel document, with the possibility of replacing the class (type) of cars and seats. In cases where the cost of a trip is increased, a passenger is charged for the difference in the cost of the original and newly issued travel documents. In case of re-issuance with a decrease in the travel cost, the difference in the travel cost is paid under the complaint procedure in accordance with the national law of the state of the initial issuance of the travel document.
This procedure applies only for travel documents issued from the departure station of one state to the destination station of another state.
