In accordance with Clauses 87, 89, 92-96 of the Rules for Carriage of Passengers, Luggage and Cargo-Luggage by Public Railway approved by the Resolution of the Council of Ministers of the Republic of Belarus dated July 17, 2015 No. 609:
Each passenger has the right to take with him/her under one travel document (ticket), except for small items (a briefcase, a bag, an umbrella, and etc.), hand luggage weighing not more than 36 kilograms, the size of which in the sum of three dimensions does not exceed 200 centimeters. Hand luggage includes belongings of passengers regardless of their type and type of packaging, which, in terms of size, are placed in passenger cars in places designated for hand luggage, based on the design features of the car.
The right to carry hand luggage is not applied for children traveling under free travel documents (tickets) issued without a seat.
In excess of the established norm for carrying hand luggage, passengers with children and persons with reduced mobility are allowed to carry baby carriages and wheelchairs, as well as other technical rehabilitation equipment necessary for their movement, which can be placed in places designated for hand luggage.
The integrity and safety of hand luggage carried by passengers is the passengers' liability.
It is not allowed to place hand luggage in the aisles between seats, in corridors and vestibules of cars, except as provided for in the Rules.
In compartment cars and in cars with reserved seats, the preferential right for the use of lower seat for hand luggage belongs to the passenger traveling on the lower shelf, and for the use of upper seat - to the passenger traveling on the upper shelf.
It is forbidden to carry as hand luggage highly flammable, combustible, self-ignitable, explosive, radioactive, corrosive, poisonous and other dangerous substances, things and objects with a stinking odour, as well as those that may cause damage to property of others or the carrier.
Carriage of hand luggage in international traffic (to the CIS and Baltic countries) is established in Articles 13, 14 of Annex 1 to the Agreement between The Railway Administrations of the Member States of the Commonwealth of Independent States, the Republic of Latvia, the Republic of Lithuania, the Republic of Estonia on The Peculiarities of Applying Certain Provisions of the International Passenger Service Agreement (IPSA) - (PA IPSA).
