In accordance with Clauses 97-103 of the Rules for Carriage of Passengers, Luggage and Cargo-Luggage by Public Railway approved by the Resolution of the Council of Ministers of the Republic of Belarus dated June 17, 2015 No. 609:
A passenger can carry in all cars, at the expense of the norm for carrying hand luggage, at the places designated for hand luggage, not more than two small pets or birds upon veterinary documents.
The guide dog accompanying a person with sight disability is transported free of charge without issuance of carriage documents in all types and classes of cars. The guide dog shall have a collar and a muzzle and be at the feet of the passenger it accompanies.
Small domestic animals and birds are transported in boxes, baskets, cages, containers (the size of the sum of three dimensions is not more than 200 centimeters), which shall be placed in places designated for hand luggage, and which shall be arranged in such a way as to exclude the possibility of animal harm to passengers and the carrier.
The carriage of wild animals is not allowed.
The carriage of large dogs upon presentation of veterinary documents is carried out in muzzles and with a lead:
in luggage cars with payment in accordance with the legislation*;
in a separate compartment of a compartment car (no more than two dogs) with payment for all seats not occupied by passengers accompanying dogs at the cost of full travel documents (tickets). "Luggage on hand" mark is made on these travel documents (tickets);
in vestibules (if any) or in specially designated places specified by the carrier of regional economy class and city trains (no more than one dog) under the supervision of an accompanying passenger with payment in accordance with the legislation*.
A passenger carrying large dogs (height at the withers of more than 50 centimeters) shall be over 16 years old, and if the dog is a potentially dangerous breed - over 18 years old.
The carriage of more than two large dogs (height at the withers of more than 50 centimeters) is allowed only upon advance request submitted to the carrier by an individual or a legal entity initiating the carriage in separate cars on a rental basis.
The compliance with hygiene requirements in carriage of small pets and birds is the responsibility of the passenger accompanying them.
A passenger is obliged to reimburse all losses that will arise due to his/her violation of the rules for carriage of small pets and birds.
*In accordance with the Resolution of the Ministry of Antimonopoly Regulation and Trade of the Republic of Belarus dated 09/27/2016 No. 29 (Clause 19 gd.4)):
The fee for the carriage of large dogs (height at the withers of more than 50 cm), including service dogs (hereinafter referred to as large dogs), in luggage cars is charged for each dog as for 20 kg of luggage weight.
The fee for the carriage of large dogs in a separate compartment of a compartment car by public railway in regional business-class or interregional trains is charged based on the cost of full travel documents (tickets) for all compartment seats.
The fee for the carriage of large dogs in train vestibule (if any) or specially designated places specified by the carrier, by public railway in city and regional economy class trains is charged for each dog in the amount of 50 percent of the cost of a full travel document (ticket) to the passenger's destination.
Carriage of animals in international traffic (to the CIS and Baltic countries) is established in Articles 13 Clause 3,4 of Annex 1 to the Agreement between The Railway Administrations of the Member States of the Commonwealth of Independent States, the Republic of Latvia, the Republic of Lithuania, the Republic of Estonia on The Peculiarities of Applying Certain Provisions of the International Passenger Service Agreement (IPSA) - (PA IPSA)..
