Return of unused travel documents (tickets) for far abroad countries

In accordance with the International Passenger Service Agreement: 

Article 8 Par. 2 

“Within the validity period of a ticket, a passenger (a group of passengers) has the right to replace the issued reserved seats with new ones on the same route subject to availability of seats and if travel documents are presented to the point of sale at least 6 hours before the departure of the train indicated on the reserved seat, and group travel documents are presented to the point of sale at least 5 days (1 day for carriers of the Republic of Lithuania and the Republic of Estonia) before the departure of the train indicated on the reserved seat. 

Replacement is allowed at most once, unless the conditions of the contract of carriage are met by the carrier.” 

Article 35 

Par. 1. A passenger or a sender may receive the corresponding carriage charges back. 

The request for a refund shall be confirmed by one of the participants in the carriage process. 

Claims for refunds are accepted by the carrier within the time period established by Article 43 of this Agreement. 

Par. 2. If a change in the conditions of the contract of carriage occurs due to the fault of the carrier, the following shall be returned under the applicable calculated tariff: 

  1.  the cost of an individual ticket and a reserved seat, commission and other charges if a passenger refused to start the trip;
  2.  the cost of a group ticket and a reserved seat for group members who refused to start the trip, commissions and other charges if an incomplete number of group members went on a group trip;
  3. the cost of a ticket (an individual or a group one) and a reserved seat for the distance not passed if a passenger refuses to travel further at any passing station;
  4. the difference in the cost of a ticket (an individual or a group one) and a reserved seat for the distance that a passenger passed on a car of lower class and category than that indicated in the travel documents;
  5. the cost of carriage of luggage and goods luggage for the distance not passed.

Par. 3. If a change in the conditions of the contract of carriage occurs due to forced reasons of a passenger, a sender, the following shall be returned:

  1. the cost of travel and carriage documents calculated under the applicable tariff in accordance with Par. 2 of this Article, except for commission fees.
  2. the cost of an individual or a group ticket, taking into account the re-calculation to the full cost of the ticket used, if:
- a ticket issued at a discount provided in the case of passengers traveling under a round-trip ticket is not used in one direction;
- for group tickets, the number of passengers who actually traveled was less than the norms established under the applicable tariffs for providing discounts; 
  1. the cost of an individual or a group ticket issued at a discount provided in case of passengers traveling under a round-trip ticket, for the territory of those countries for which the ticket was not used partially in both directions without the recalculation to the full cost.

Par. 4. If a change in the conditions of the contract of carriage occurs due to personal reasons of a passenger or a sender, the following shall be returned under the applicable calculated tariff : 

a) the cost of a ticket (an individual or a group one) and a reserved seat, if a passenger refuses to start a trip and presented travel documents for marking at least 6 hours (5 days for group tickets, 1 day for carriers of the Republic of Lithuania and the Republic of Estonia) before the departure of the train. In case of non-observance of the indicated conditions, only the cost of a ticket (an individual or a group one) is refunded, provided that a mark is made before its expiration, and the cost of a reserved seat is not refunded;

b) the cost of a ticket for the distance not passed, if a passenger refuses to travel further at any passing station and has presented his/her ticket for marking within 3 hours after the arrival of the train he/she arrived; 

c) the cost of carriage of luggage or goods luggage, if a sender refuses carriage before loading luggage or goods luggage on a car; 

d) the cost of carriage of luggage for the distance not passed, if the cost of a ticket for this distance is returned.

Par. 5. For lost travel documents, refunds are not made. For restored travel documents, the refund of the paid amounts is made in accordance with the national legislation of the state of the contractual carrier that restored the travel document.

Par. 6. In refunding the cost of passenger's travel or carriage of luggage or cargo-luggage, charges related to the return may be withheld from a passenger or a sender, unless the return of carriage charges is made in accordance with Par. 2 of this Article. 

Par. 7. In the cases listed in Par. 4 Clauses a) and c) of this Article, the paid amounts shall be refunded at the time of appeal. In other cases, the refund is made under the complaint procedure upon the written application of a passenger or a sender.

Par. 8. Refunds of carriage payments are made only by the contractual carrier." 

Par. 9. The return of travel documents issued via the Internet is carried out in the manner prescribed by the carrier.


In accordance with Clause 45 of the Special Conditions for International Carriage (SCIC) - for travel under East-West Traffic (EWT): 

45 Refund 

45.1 The cost of a ticket is refunded in full or partially if it was not used or was used only partially. 

Special annexes to certain offers or other published documents may exclude the refund of the travel cost or the refund of surcharges for sleeping or cushioned seats or establish special conditions for it. 

45.2 For global prices, refunds of partially unused tickets are not permitted. 

45.3 Claims for the refund of the cost of a ticket are considered by the carrier issued the ticket, or by the carrier which the ticket was issued for. 

Each carrier shall list for the customers in Annex V to the Special Conditions the addresses of other carriers to which, if necessary, they can send claims for the refund, or transfer these claims to the respective carriers. 

45.4 Originals of travel tickets together with a cover, if necessary, shall be attached to the refund claim. In accordance with Clause 45.2., travel documents with a mark on the reason for the interruption of a trip, a free-form act drawn up by the carrier, and a certificate from a medical institution shall be attached to the refund claim.

45.5 Refunds may be refused if tickets are damaged or the data contained herein has become illegible or changed. 

45.6 The corresponding carrier shall indicate on a ticket and a reserved seat the information that they were not used or were partially used. If there is no such information on travel tickets and reserved seats, the relevant proof (medical certificates, new tickets purchased instead of unused ones, etc.) shall be attached to the refund claim. 

45.7 Costs related to the refund are withheld from the refundable amount. The amount of this sum is determined by the carrier making the refund.” 

Refunds to passengers for unused travel documents paid for by bank payment cards, in a ticket office equipped with POS terminals, shall be made on the bank payment cards, in the absence of a POS terminal in the ticket office, the refund is made in cash. 

The tariff charged for booking of seats and issuance of travel documents (tickets) shall not be refundable. An established fee shall be charged for a refund procedure for unused travel documents. 

In all cases of refund of the travel cost for unused travel documents (tickets), the documents shall be taken.
