Return of unused travel documents (tickets) in group carriage

In accordance with Clause 77  of the Rules for Carriage of Passengers, Luggage and Cargo-Luggage by Public Railway approved by the Resolution of the Council of Ministers of the Republic of Belarus dated July 17, 2015 No. 609: 

“In returning group travel documents (tickets) less than seven days, but at least three days before the departure of the train, 50% of the cost of a reserved seat is retained, and in returning travel documents (tickets) later than three days before the departure of the train and within one hour after its departure, the cost of the travel document (ticket) is paid without paying the cost of a reserved seat.” 

In accordance with Article 30 Par. 2, 4 of the Agreement between The Railway Administrations of the Member States of the Commonwealth of Independent States, the Republic of Latvia, the Republic of Lithuania, the Republic of Estonia on The Peculiarities of Applying Certain Provisions of the International Passenger Service Agreement (IPSA) - PA IPSA: 

Par. 2 If a change in the conditions of the contract of carriage or its 

termination occurs due to the fault of the carrier, a passenger (a sender) will be 

compensated: 

  • the cost of a group ticket and a reserved seat for group members who refused to start the trip, 
  • other fees and charges if an incomplete number of group members went on a group trip;
  • the cost of a ticket (an individual or a group one) and a reserved seat for the distance not passed if a passenger refuses to travel further at any passing station;


Par. 4 "If a change in the conditions of the contract of carriage or its termination occurs due to personal reasons of a passenger or a sender,  the following shall be refunded under the applicable calculated tariff:

the cost of a ticket and a reserved seat, if group travel documents are presented for marking 7 days before the train departure;

the cost of a ticket and 50% of a reserved seat, if group travel documents are presented for marking less than 7 days, but within 3 days before the departure of the train;

the ticket cost for the distance not passed, except for the cost of a reserved seat, if group travel documents are presented for marking less than 3 days, but within 1 days before the departure of the train."

According to Clause 69 of the EWT: 

“Replacement, refund and partial refund of group tickets are possible in the CIV carriers at least 3 days before the departure, in IPSA carriers - before the expiration date if there is a mark on the ticket, upon the payment of a certain administrative charge.

Global pricing are governed by different rules.” 


Under Article 8 Par. 2 of the International Passenger Service Agreement: 

“Within the validity period of a ticket, a passenger (a group of passengers) has the right to replace the issued reserved seats with new ones on the same route subject to availability of seats and if travel documents are presented to the point of sale at least 6 hours before the departure of the train indicated on the reserved seat, and group travel documents are presented to the point of sale at least 5 days (1 day for carriers of the Republic of Lithuania and the Republic of Estonia) before the departure of the train indicated on the reserved seat. 

Replacement is allowed at most once, unless the conditions of the contract of carriage are met by the carrier.” 

The tariff charged for booking of seats and issuance of travel documents (tickets) shall not be refundable. An established fee shall be charged for a refund procedure for unused travel documents. 

In all cases of refund of the travel cost for unused travel documents (tickets), documents to be taken.
